American Idol runner-up Clay Aiken spends his second week atop the album chart with his debut album "Measure of a Man," besting the chart debut of Rod Stewart's "As Time Goes By: The Great American Songbook Part II," according to industry sources.

At No. 3 on The Billboard 200 chart is "The Very Best of The Eagles." Outkast's "Speakerboxxx/The Love Below" holds steady at No. 4, and Ludacris falls three slots to No. 5.

Scott Weiland , frontman of Stone Temple Pilots and Velvet Revolver, was arrested early Monday morning (10/27) after a minor traffic accident. Los Angeles police said he was charged with driving under the influence and misdemeanor hit-and-run.

According to police, he was released after posting $15,000 bail, and is due to be arraigned on Nov. 17.

Weiland was sentenced in August to three years of probation in connection with a May drug arrest on two felony drug possession charges. As a condition of the probation, he was ordered to attend counseling sessions and Alcoholics Anonymous meetings, and to submit to random drug testing.

Nelly told Las Vegas police that his hotel room was robbed of more than $1 million worth of jewelry as he attended Monday's (10/27) 2003 Radio Music Awards at the Aladdin hotel-casino. Michelle Branch, who also attended the ceremony at the hotel, reported that computer equipment was stolen from her room.

Britney Spears opens a North American tour in March, Billboard Bulletin reports. The outing, which will support her forthcoming album, "Get in the Zone" (due Nov. 18), reportedly will visit arenas through April. A tour of amphitheaters will follow in July.
